(bug #1865067: fix also sent upstream). Cacti mitigated, apache2
should follow (the cacti armhf test is green already, britney just
didn't notice it yet).

I troubleshooted and think I found a class for one type of error. I
filed https://bugs.launchpad.net/ubuntu/+source/munin/+bug/1865938
with my findings. For now, I retried the test.

There are more packages stuck, but this took quite some time already.
