That one was with mod-php during a system upgrade when mod-php was
already installed, this one is mod-fcgid during initial apache
installation when mod-fcgid is not yet installed.

I tried to reproduce the bug in lxc but the installation worked ok for
me.  Were you able to reproduce it?
