deleted due to https://bugs.launchpad.net/ubuntu/+source/upstart/+bug/1649310,
in 17.10.

So yes, seems like this chapter should be removed (or possibly
replaced with a pargraph that indicates how to do the same with
systemd, if anything is needed).
