network-console not considering preseed values debian-installer

I don't recall details of network-console specifically, but I know there
is a bootstrapping behaviour that results in this behaviour by design:
if a setting needs to be set before the preseed is fetched (eg. before
the network is configured), it can only be set by the kernel commandline
and not by the preseed, since the preseed has not been fetched yet.
Are you sure this isn't the case here?
