Assuming this is a PV guest, is it really frozen or just done and there is by
default no getty started on hvc0? You could try to mount the guest fs and copy
for example etc/init/tty1.conf to etc/init/hvc0.conf (and change the device in
the file).

Btw, you could use the cloud images from [1]. Though the page currently says
Hyper-V only, I think that is a bug in the page and meant only the azure subfolder.
