squirrelmail timezone problem

I have a squirrelmail installed in a Ubuntu Server 9.04 upgraded
recently to this version.

Everithing works correctly, but when a user try to configure personal
settings inside webmail received this error:

ERROR:
Error opening timezone config, contact administrator.

Never work correctly this option, since ubuntu 8.04 installation.

Some hint to this issue.
