You're clock is in serious need of readjustment. Texas is 5 hours behind
UTC due to DST. That means that 0000 UTC is 1900 (7 pm) Texan time.

Why is that? (Am I missing a joke here?)

Um.. No. :) They're 7 hours behind UTC, so 0000 UTC is 1700 (5 pm) in
Portland.

No matter which time we choose, someone's screwed. It's always night
time somewhere.  Looking at http://tinyurl.com/3dtory ,  2000 UTC (the
leftmost column) looks like the least inconvenient time for the current
group of people on the team.
