[Bug 1274497] [NEW] MAAS apache configuration not installed to correct location with Apache 2.4

Public bug reported:

Under apache2.4 (>=saucy), apache config should be installed to
/etc/apache2/conf-available and then enabled using the a2enconf command
- there is a helper todo this from maintainer scripts.

MAAS apache configuration is symlink from /etc/maas to /etc/apache2
/conf-enabled - this is not really correct - a2disconf will remove the
symlink but not allow easy re-enablement of the configuration
