[Bug 1274478] [NEW] MAAS doesn't have an api or cli interface to set the MAAS network information

Hit the cog, maas/settings
click on the edit button next to master controller
click edit next to the network interface of question
at that point a series of networking options are provided, these should be setable via the cli or an api call
