[Bug 1162554] [NEW] openvpn requires /sbin/ifconfig and /sbin/route but they are missing in Raring

Public bug reported:

It seems that openvpn expects /sbin/ifconfig and /sbin/route but they've
been moved to /bin in Raring apparently. From the openvpn package in
debian/rules:

ROUTE_PATH      := /sbin/route

override_dh_auto_configure:
  dh_auto_configure -- $(shell dpkg-buildflags --export=configure) --enable-password-save --host=$(DEB_HOST_GNU_TYPE) --build=$(DEB_BUILD_GNU_TYPE) --prefix=/usr --mandir=\$${prefix}/share/man --with-ifconfig-path=/sbin/ifconfig --with-route-path=$(ROUTE_PATH)

openvpn 2.2.1-8ubuntu3
net-tools 201303061704-quantal
