[Bug 1084514] [NEW] Unconnect to EC2 instance after bootstrap

Public bug reported:

After configuring environment for ec2 and bootstrapping, I am unable to
connect to check status or ssh into machine. Running juju -v status
results in. I have regenerated the environment 3 times, runing juju
status still end up in the below. A copy of my  environments.yaml is
attached.
