Can't reproduce...
My hardy rc-update.d (from sysv-rc 2.86.ds1-14.1ubuntu45.1) accepts the "multiuser" argument:

ttx at hardy-test:~$ update-rc.d --help
usage: update-rc.d [-n] [-f] <basename> remove
       update-rc.d [-n] <basename> defaults|multiuser [NN | sNN kNN]
       update-rc.d [-n] <basename> start|stop NN runlvl [runlvl] [...] .
		-n: not really
		-f: force

What version of sysv-rc do you use ?
