Indeed, it seems to be something run in the background; it doesn't show
up in the strace as far as I can see. Maybe lsb_release needs to ensure
that its Python module is always available, rather than requiring itself
to be configured first; we've had some discussion around that. It'll
need an extension to python-support first, though.
