[SCRIBES] MootBot suggestions

It's quite common in practice, at least for development meetings, for
actions and agreed decisions to be recorded by someone other than the
meeting chair.  However, MootBot only accepts these from the chair, which
requires that they copy and paste the item, which as you can imagine, gets
pretty tedious.

Is this restriction important in other meetings?  If not, could it be turned
off?  If so, might it be possible to select it on a per-meeting basis, e.g.
allowing the chair to turn it off with a command?

Also, something we do very often during meetings is review the status of
development projects.  This is the sort of thing which ought to be
highlighted in meeting summaries, but doesn't exactly fit any of the
existing MootBot actions.  One way to record that would be:

[DONE] work was completed on the foo module
[TODO] next steps are to work on bleem and snue
