Install kdump-tools in the minimal layer for ubuntu-server:live and ubuntu (LP: #2077990).
This requires landing some relevant changes in Curtin first, see [0], that will handle disabling kdump-tools where necessary (otherwise this will enable it by default in all of the builds). So please let's wait to merge this last.
I have some test builds prepared for comparison. For ubuntu-server:live builds please see [1] for a baseline build in the archive against 24.10.17 and see [2] for a build with the proposed changes from my ppa. Similarly see [3] for a baseline desktop build and [4] for the test build.
Overall this didn't add to much to the images. In the server minimal layer this added about 11MB and some of that includes packages that migrated from the live layer to the minimal layer.
