So I set up ubuntu-old-fashioned on a focal VM, modified livecd-rootfs to point to my ubuntu-seeds branch, and built both images with the following command:

$ sudo -E old-fashioned-image-build --series jammy --project ubuntu-cpc --image-target qcow2 {--minimized,}

Checking the build output and build log (in ~/build.output/binary.log) I can see openssh-server and ssh-import-id correctly installed. I also booted the resulting images and confirmed using "apt-cache policy" that both openssh-server and ssh-import-id are installed by default.
