dirmngr is what enables --recv-keys, gpg-agent is needed is for private keys, and keyboxd is a new daemon to manage public keys. We're still figuring out what to do exactly but it seems all of those should become Recommends of gpg. People argue that the wks client should be recomnended to, it's what enables another option in the fog command to retrieve keys using wks.

Upstream kind of is on a extreme daemonize everything crusade.

They used to be because every package recommended GnuPG but that was not particularly constructive if you only try to install a subset and you get everything anyway.

It's likely gpgsm gets those recommends to, but gpgsm would not recommend gpg and vice versa.

I'm engaged with the Debian maintainers in discussing these matters and will introduce additional Recommends once we have agreement.

Other seeds also seed gnupg like server and desktop, I'm not always sure that's the right spot.
