Steve, we're not quite there yet. I specifically spent the time to rework the packaging to avoid touching the seeds this cycle. The gpg package on its own is not suitable for the tasks we install gnupg for, we also need dirmngr, keyboxd, and arguably gpg-wks-client.
Given the complexity, after analysing this with the folks on IRC, I decided to rework the gnupg package instead to install the usable set of packages for a client, rather than touch the seeds.
Further consultation is needed to determine the minimum needs of the seeds, and my goal is to do that for 24.10.
