https://launchpadlibrarian.net/689427027/livecd.ubuntu.minimal.manifest shows that the kernel is in the minimal layer, and we wanted it in the live layer.  (I have argued that it does make sense to put the boot kernel for the image in the minimal layer, to remove it from the enhanced-secureboot layers, and to have subiquity handle removing the default flavor from the target and then install the other kernel flavor if a non-default is selected.  But that is AIUI not what the current subiquity implementation expects.)
