Review: Needs Fixing

This MP results in the movement of the kernel into the minimal layer.  The result of that is that curtinhooks have no plan today for changing a target system kernel - functionality that we should definately give curtin someday.  Also, this kernel from a deb will be present on TPMFDE systems.

As the current code is causing problems for arm64+x13s let's address those, but preferably with addressing the ability to install the chosen kernel to the target system.
