I downloaded today's[1] server live installed, booted, and checked the installed packages, and I see zfsutils-linux 2.2.0~rc3-0ubuntu4 in there already. So this comes from the current ubuntu-server metapackage:

Depends: apport, ..., zfs-initramfs, zfsutils-linux

Your change only moves zfsutils-linux to server-live, not zfs-initramfs, which is currently a Suggests in zfsutils-linux.

I also confirmed that the lunar server live installer does not have any zfs package installed.

Do you need to move zfs-initramfs to the server-live seed as well?
