My concern was that there is difference between amd64 and arm64.

There is no other tool right not to easily set machine to network boot, or switch between multiple boot drives.

I am ok with or without efibootmgr. As long as it is consisnte across amd64 and arm64.

Right now amd64 does this call lower down with recommends, and installs efibootmgr there but not on arm64.

Steve, was your comment meant to say please submit change to drop install recommends on amd64 to drop efibootmgr on amd64?

Cause in general minimal images are without recommends. And I do believe recommends on efibootmgr is warranted in the distro as a whole.
