Why do you want efibootmgr installed in these minimal images at all?  grub itself does not rely on it in order to populate the EFI boot variables, it links against libefiboot1 for this.

I think we might want to drop the Recommends: efibootmgr from grub-efi-{amd64,arm64}-bin, but even if we decided that is the wrong thing to do, I would argue we should omit efibootmgr from the minimal images on both archs.

On unminimization, we already call apt-get --fix-policy which should pull it in.
