Review: Disapprove

I was going to ask for rational but I saw that the details are in the commit message but that vanished from the review page when the change was merged (in case others are wondering)

It is still not clear to me after reading the rational ... is the use of 'add_package' in livecd-rootfs creating any problem? cloud-init is used for post-installation configuration but not part of the desktop nor, it feels somewhat wrong to have it pulled it on upgraded system. 

I'm a bit concerned about the potential users reaction to see it pulled it for no visible reason and ideally would have preferred for that to happen in a non LTS cycle first. If there is a strong rational for wanting the change this cycle could we please at least make it a recommends to allow users who want to opt out of installing it?
