The diff (https://paste.ubuntu.com/p/xCvS5NMVxm/) between a run with/without this blacklist is identical.
The only diff I can see are:
- symmetric +/- where the gemrinate output is non reproducible (multiple conditions can depend on a package)
- Some "Rescued from" entries are mentioned, but they are (https://paste.ubuntu.com/p/qZrYfXbZGp/) all in main already

So it seems dropping that file is a no-op with the benefit of not misleading other people later on (as didrocks with his try for gnome-software)
