[Merge] ~paelzer/ubuntu-seeds/+git/platform:blacklist-has-no-effect into ~ubuntu-core-dev/ubuntu-seeds/+git/platform:groovy

While looking at an oddity that I'm about to discuss on IRC I also found that the blacklist files in the seeds have no effect.

Dropping the one in ubuntu.git only has the impact of uw-imap no more being added to the blacklist file (which is far less than the file content, but at least something).

But dropping the blacklist file in platform.git has no effect whatsoever.
And btw the file content would be the same anyway except for a recent addition by didrocks that didn't work out.

Running germinate you only see it ever download the ubuntu.git version of it:
 22 * Downloading file:///home/paelzer/work/seeds/ubuntu.groovy/blacklist 
But never the platform.git file of the same name.
