Re: armhf images:
Again, if this is meant to be "pretty close to production", and run on the same sorts of hardware (ie: in our cloud, or one with similar hardware), the solution to armhf images might actually be to add arm64 as a dpkg foreign arch and install the arm64 linux-image-virtual.
That would create an armhf userspace on arm64 kernel situation, which is what we actually build and test on in the Canonical datacenter, though ours are armhf chroots on arm64 userspace on arm64 kernels, rather than booting armhf userspace directly. But, it should work.
