[Merge] lp:~phablet-team/tagger/stop-camera-on-inactive into lp:tagger

Ugo Riboni has proposed merging lp:~phablet-team/tagger/stop-camera-on-inactive into lp:tagger.

Commit message:
Stop the camera when the camera becomes inactive. Restart it and reconfigure it properly when coming back to active.
