[Merge] lp:~stefanor/ubuntu-dev-tools/syncpackage-blacklist into lp:ubuntu-dev-tools

I had another thought on this.  We often blacklist packages that require fakesyncs, and preventing fakesyncs for blacklisted packages therefore seems like a step backwards.

I'm not sure whether the correct solution in the long term is to continue to blacklist fakesync-requiring packages, or to just have the new mass-sync tool (which I've yet to write) check .dsc files and cope automatically.  I expect that the latter would be more convenient.  However, for the time being, it might be helpful to have some way people could manually override the blacklisting and ask for a fakesync.
