[noble/file-roller] Package Phasing Stopped

Hi,

Since I don't have rights to do anything myself, I'll try to push a new 
workflow for this:
Could you please open an MP against
https://code.launchpad.net/~ubuntu-sru/ubuntu-archive-tools/phased-update-overrides
Then I suggest pinging the SRU team to get it reviewed and merged, for 
the phasing to resume.

If that workflow looks good enough for you, maybe we should consider 
documenting it in the new SRU documentation?
