Curious about Focal kernel bump from version 5.4 to 5.8

Probably not the best place to ask this question but I'm very curious about the recent kernel version bump from 5.4 to 5.8 in Focal. I was under the impression that 5.4 would be supported throughout the 5 year life span of Focal as long as either 20.04 or 20.04.1 media was used for installation. Seems like that had been the plan:

Even though I encountered some Broadcom wifi problems with the two 5.8 updates in the past four days that was easily sorted. My primary concern is what the plan is for Focal going forward. Will installations performed with 20.04 and 20.04.1 media now remain on kernel version 5.8 for the duration, or are all Focal installs now subject to HWE protocols.
