Handling upload queues of a new stable release

What's the normal process for handling these? As it stands, most of
these uploads have been left in Unapproved with a package version string
that is higher than the one in Impish when the Hirsute release pocket
got copied forward.

I can think of a few approaches to resolving these, but I'd prefer to do
what is already established - but I don't think there's any
documentation for this.

The packages affected are:

nextcloud-desktop
murano-dashboard
usb-creator
update-notifier
libdrm
gdm3
alsa-ucm-conf
update-manager
ceph

There are also two packages in Hirsute New:

xf86-video-armsoc-endlessm
xlnx-firmware
