Hirsute now open for SRUs

I switched queue admin over from ~ubuntu-release to ~ubuntu-sru for
Hirsute this morning, so Hirsute SRU processing can now proceed as
normal for new uploads.

As usual, there were some packages left over in the Unapproved and New
queues and these will need to be handled specially.
