No feature freeze for NEW packages

Last week I updated the FreezeExceptionProcess wiki page to say that
entirely new source packages don't require freeze exceptions.

AIUI this has been our de facto policy for a long time - I was intending
to just line the wording up with reality. But let me know if there are
any concerns.
