I think Canonical's (and the Release Team's) position on this has been
clear for years, but they wisely allowed the community to do their own
analysis and make their own decisions.
Some irrelevant commentary: Fedora now has the same general release
process with only one milestone, a Beta. The Fedora 28 Beta came out
last week, the same week as our (Final) Beta.
