Requesting DPDK MRE

Hi,
I revised my former misguided request to the TB [1] after learning about [2].
For that I have now prepared [3] to be discussed and hopefully
approved and included in [2].

If there is any SRU team meeting or such I should participate to
discuss please let me know.
