Completing boost 1.61 migration

Not so:

  galera-3                | 25.3.17-1     | testing    | source, amd64, arm64, armel, armhf, i386, mips, mips64el, mipsel, ppc64el, s390x

galera-3 is FTBFS in Ubuntu on armhf, but not Debian, because our kernel is
raising SIGBUS.

Can you please have another look at this and check whether this should be
fixed vs. removed?

Likewise, icinga2 in Debian unstable has built on arm64; should this be
merged instead of removing the binaries?

Finally, the percona-galera-3 armhf failure is the same as the galera-3
failure; so whatever we do for the first of these, we ought to do for the
last.
