Size limits for images in xenial and beyond?

Hi, (sorry never posted here)

I don't really see what's wrong with >2GB images.  8GB and 16GB flash 
drives can be easily got for $5-$10 usd at the most, even free (promos, 
swag, etc).  It's not an undue burden to expect users to find a thumb 
drive to load up an ubuntu flavor.  Much ado, methinks.
