Yeah I am not sure this is really communicated well to people that are maybe not in like the #ubuntu-release on freenode or on this mailing list. Is there a timeline that the people should apply to be release manager for flavors before the milestone and communicate this explicitly so they new people don't miss the message. Life events can make community unable to contribute if they suddenly have less free time.
