This is business as usual, and I'm glad we've got a tiny bit more room
to breathe this time around.  Carry on, IMO.

We've typically had a standing FFe for OpenStack for this very reason,
and it's worked out well so far.  If testing/validation falls down and
we start shipping nasty regressions, we'll have to revisit this, but
it's all worked out well for the last few cycles.

NACK.  Aligning our entire distro with one upstream isn't going to
happen; continuing to grant OpenStack exceptions seems like the only
sane way forward.
