The two feature freeze dates are about 2 weeks apart (20th Aug vs 1st
September); We should see beta 3 this week and yes I would expect some
new features for this final milestone release - so implicitly we do
need a freeze exception, but in reality I'd not want todo this
explicitly feature by feature in each project; unpicking a feature
from our packages is not normally practical.

Although we are generally aligned in terms of release schedule, that
could be tricky due to drift either way each cycle on actual release
dates.  I'm not sure we want to tie dates together to tightly - we've
managed it effectively in the past without complete alignment.
