I can't find out where this has gone on the production website, but AIUI
this was a decision made at the TB that hasn't been changed since.

  In general, a Remix can have applications from the Ubuntu archives and
  approved extension repositories[0] added, or default applications
  removed, but removing or changing any infrastructure components (e.g.,

It sounds to me like this image would involve 'changing infrastructure
components' so might not be able to be a remix /anyway/, but not for the
reason of building from an external repository. That'd be a question for
the TB if Kubuntu wanted to pursue this there (likely not given Scott's
response).
