Completed: lp:ubuntu-qa-tools conversion to git

I've gone ahead and put the converted git tree into place at

  https://code.launchpad.net/ubuntu-qa-tools

as well as updated references to it that I was able to find on
https://wiki.ubuntu.com.

To clone the repository with git, do either:

  git clone https://git.launchpad.net/ubuntu-qa-tools

or

  git clone lp:ubuntu-qa-tools

launchpad.
