USB subsystem not working with Ubuntu 16.04.3 LTS

Hi,

i have some usb devices which run perfect on some systems.
On my laptop they work under windows without a problem (dual boot)
Within ubuntu the usb stick show up
(something like lsusb shows the stick, lsblk shows the partition table)
but after a second the usb stick got disconnected:
xhci_hcd 0000:00:14.0: Timeout while waiting for setup device command

I tried to reload the xhci_hcd module via
cd /sys/bus/pci/drivers/xhci-pci
echo -n "0000:00:14.0" > unbind

but the problem is still there.

Can you please help me?
Or should i file a bug (and how can i do this?)

PS: the usb stick is a VERBATIM 16GB USB 3.0
