New Xubuntu QA Lead and QA contacts

Hello,

Just a quick note that Kev (elfy) [1] will be serving as the Xubuntu QA
lead starting with the Saucy cycle. He will also mentor Jackson Doak
(Noskcaj) [2] in his position in an effort to grow the QA team stronger.

Elfy will also be serving as a Xubuntu QA contact along with me.
