PyQt4.Qtcore module error

I got this error when trying to file a bug against mesa on kubuntu 13.10.

    from PyQt4.QtCore import *
RuntimeError: the sip module implements API v10.0 but the PyQt4.QtCore
module requires API v9.2

How do you downgrade to an earlier version?
