Quality Rename

I believe the quality rename has been complete. Sadly, the lp team url 
page has to stay as ubuntu-testing (afaik), but the IRC channel has been 
changed over and the lp team details are changed as well.

We now all live on #ubuntu-quality. As always, please update any 
outdated info you find, or ping someone on the list for help if you lack 
the permissions to do so.
