Top stuff - I share that view and am keen to see how you can assist.
The QA team page says "Ubuntu QA is a team of community members who
are working on developing tools, policies, and practices for ensuring
Ubuntu's quality as a distribution." I've previously written on
various policy subjects, such as the release blocker policy and
process and tightening up the release entry criteria from upstream,
such as mandatory static code analysis. You might consider having a
look at those.
I am particularly impressed by your mention of more efficient
processes. There has been a historic attitude by some that nothing can
be done because there is a dire shortage of dev resources. While I
sympathise with the shortage and fully accept there is one, it does
not preclude gains in efficiency or policy improvements. In fact there
is ample evidence throughout the industry that demonstrates that
techniques such as static code analysis actually saves everyone time,
as the earlier bugs are sorted out in the lifecycle the less the
multiplier effect on the impact of bugs, occurs.
