Launchpad enhancements prioritisation process

I find the largest barrier for me in Launchpad is speed.  If I have to go to a 
page that's more than one click away I type the url rather than wait through 
the page loads.  If we want bug triagers to have a good user experience with 
helping us with Ubuntu QA, then I think making Launchpad faster should be a 
high priority on the list.   Launchpad pages include the number of database 
queries and how long they took as an html comment near the end of each page.  
Grabbing the first open Launchpad page I found, I got:

That is far to slow to be considered usable (and that's just the database 
part, that doesn't include network delays, rendering time, etc.).

If we want to people to be excited about working on bugs, the tools need to be 
fast enough it doesn't feel like drudgery.
