How does one force the use of a repository?

I've updated the thread with an answer[1] and provided an example of PPA
pins with branch pins so you can specifically target experimental branch.

A few years ago if you got an ign it could have been ambiguous as it
would ign on a 404, but now it flat out tells you if there was a 404
error so you can go from there.
